Every year on March 25, San Marino commemorates the Arengo’s anniversary. It is a national holiday that commemorates the precise date in 1906 when citizens decided to strive toward establishing a democratic nation. Rather than being governed by patriarchs, the Arengo of 1906 gave rise to a parliament chosen directly by the people. From the fifth century B.C. through 1243, the Arengo was the name of the assembly that administered San Marino as well as the public councils that oversaw political life in Northern Italy’s autonomous “comuni.”

📜 History of Anniversary Of The Arengo
By 1243, the residents of San Marino had had enough of the family feuds, and the Pope had created the Grand and General Council, a newly elected assembly, as San Marino’s ultimate authority, thereby abolishing the Arengo. Members of the council were appointed for life instead of being elected regularly. This created an oligarchy in which power was given to a small group of people who didn’t have to answer to anyone.
Since the 17th century, the Grand and General Council has been a government of a few people, with political power concentrated in the hands of rich landowners. In 1906, the Sammarinese Socialist Party held an arengo to discuss whether the co-option system of councilors for life should be kept or whether the number of councils should be based on the number of people in the communities they represent.
The Sammarinese Fascist Party was founded in 1922 to oppose socialist policies. They ruled until the conclusion of WWII, when a Socialist-Communist coalition government was formed.
