📜 History of Pan American Day

However, the notion of international solidarity among the Americas was rekindled on April 14, 1890, during the First International Conference of American States. This meeting was held in Washington, D.C., with 18 member countries deciding to attend the assembly. This marked the birth of the Organization of American States (O.A.S.). The Commercial Bureau of the American Republics acted as the organization’s permanent secretariat.

In the 1930s, President Franklin Delano Roosevelt of the United States convened an inter-American meeting in Buenos Aires to discuss the necessity for a “League of Nations of the Americas.” In the case of a confrontation, the members of this league would remain neutral. In response to the needs of the post-war scenario, members also established a system of collective security. The Rio Treaty (Inter-American Treaty of Reciprocal Assistance) was signed in 1947 in Rio de Janeiro.

After numerous successive conferences, the O.A.S. was born in April 1948, with signatures from 21 American member countries. In 1948, this conference also accepted and ratified the American Declaration of the Rights and Duties of Man, which became the first human rights manifesto in the world.
